Ord Minnett asserts the NSW state regulator's proposal to cut fees on four of the highest high-volume transactions offered by Pexa Group will drag "heavily" on the profitability of the online property registry. EPS estimates are downgraded accordingly.

The draft report from the Independent Pricing and Regulatory Tribunal, if implemented in full, would slash revenue from the company's regulated exchange business by -20%, although the broker suspects a "modestly better" final outcome could occur.

Pexa will also argue the impact of recent tax changes that are cutting transaction volume forecasts. Buy rating and target price is $11.80.

The analyst notes draft IPART pricing suggests revenues could be -23% to -30% lower than previous expectations, driving downgrades to Australian EBITDA forecasts of -42% to -52% over FY28–FY31.

The broker highlights that the draft paper potentially represents a worst-case scenario, with the company likely to advocate for a higher asset base allowance.

Further clarity is expected following public hearings scheduled for 21 July and the final report due 30 September.
